abby3Described by her colleagues as an energetic, experienced “go-to” person who deftly handles complex immigration policy issues, Abby Rupp is a highly valued Foreign Service Officer currently serving in the State Department’s Visa Office. After 11 years with State, during which she has served overseas in Moldova, Ghana and Russia, and worked on issues from freedom of the press to law enforcement cooperation, Abby is taking her career to the next level by earning a Masters in Public Policy. Unlike many busy professionals, though, Abby’s involvement doesn’t stop at work and school. She mentors 20 students at Georgetown University and volunteers with Greyt Expectations Greyhound Rescue, a charity that finds home for retired racing dogs. Abby’s award-winning essay focused on “transformational diplomacy” and noted the role highly trained specialists should play in tomorrow’s Foreign Service corps.

Ericka S. Lewis of Tampa, Florida

ericka Ericka Lewis works as a registered nurse at the James A. Haley Veteran’s Affairs Hospital and makes a strong case for the value federal employees bring to their fellow Americans. Part of her job involves training fellow nurses on the VA’s state-of-the-art Computerized Patient Records System, an electronic patient record system with a proven capacity to reduce costs and errors and improve the quality of care. Ericka speaks passionately about not only her own role, but the role of the VA itself in making people’s lives better. She says, “Because the VA is not a private entity, all the software is public domain and available to others. Other organizations develop technologies or conduct research to gain a profit. Federal employees on the whole, are motivated by altruism.” A dedicated student who has submitted papers at professional conferences, Ericka is returning to school for a Masters in Nursing. Ericka’s outstanding leadership abilities, integrity and enthusiasm are noted by her colleagues. She commits annually to outreaches benefiting underserved populations, participates actively in her local church and serves on the executive board of her local nursing association.

Laura Alina Hempel of Tallahassee, Florida

momandlauraA native of Tallahassee, Florida, Laura Alina Hempel is a star athlete and scholar. Winning two gold medals in the National Latin Exam as well as top prizes in three State Championship track meets, Laura was also named a Jesse Forbes Invitational Outstanding Female Athlete, and received the Heisman and the Gulf Winds Track Club Best Athlete Awards, and the Tallahassee Best & Brightest Award in Athletics.  Laura served as president of the National Honor Society and the Key Club. The main focus of both organizations is community service, and she organized and led members in improving the school grounds, and raising money and resources for numerous charities. Laura started at Dartmouth College this fall as a freshman, and runs on their cross-country and track teams. She was sponsored by her mother, Jane Eggleston, a scientific researcher and editor with the Department of Interior’s U.S. Geological Survey.

Carly Foerster of Chico, California

Her teachers have recognized her work ethic, drive, interpersonal skills, and leadership abilities. She also shows empathy for people who are suffering by participating in various service projects through her church and community. Carly is enrolled at Chapman University this year as a freshman where she is playing softball at the collegiate level for the Chapman Panthers. Carly’s father Kevin has worked for the federal government for more than 20 years, and is stationed at the Sacramento National Wildlife Refuge.

Chelsea Dean of Adamsville, Alabama

chelseacutout Chelsea Dean is not only a straight-A student, but also a tireless volunteer who has participated in service projects around the world. She founded her high school’s chapter of Invisible Children, which sponsors a refugee school in Africa. This fall, Chelsea enrolled at Oral Roberts University as a freshman. She has already started a recycling club with another classmate and joined the club at the school that raises awareness about social issues.  Chelsea will major in missions and social work and minor in French. After graduation, she plans to do both municipal social work and also in international missionary work. Eventually, she expects to work in missions full time. In her essay, Chelsea describes the dedication of her single mother, Kelly, who has worked for the Internal Revenue Service since Chelsea was five years old.

Catherine L. Chall of Sterling Heights, Michigan

chall-familycutout A paralegal in the U.S. Army, Catherine Chall made the decision to pursue her lifelong dream of earning a bachelor’s degree after her husband retired from the military. Putting her academic career on hold so she could raise two daughters while her husband served as an army non-commissioned officer, she found that frequent moves made it difficult to complete a formal education. In the eight years she has worked for the army, she has consistently earned outstanding performance reviews and numerous awards, including the Achievement Medal for Civilian Service. Catherine returned to school at the same time as her daughter, and the two of them expect to graduate within a few years of each other. Catherine and her husband have nearly three decades of military service between them.
